One way to do this would be to use a custom javascript verification in the form of two for loops, one to check all columns have at least one answer and one to check all rows have at least one answer.

For example, if you had a row-oriented multi-select grid question with 10 rows and 5 columns called MyGridQuestion, you could use the example below:

var numRows = 10;  \nvar numCols = 5; \n\n\nfor (var i = 1; i <= numRows; i++) {\n  var rowHasSelection = false;\n  for (var j = 1; j <= numCols; j++) {\n    if (SSI_GetValue(\"MyGridQuestion_r\" + i + \"_c\" + j) == 1) {\n      rowHasSelection = true;\n      break;\n    }\n  }\n  if (!rowHasSelection) {\n    strErrorMessage = \"Please select at least one option in each row.\";\n    break;\n  }\n}\n\n\nfor (var j = 1; j <= numCols; j++) {\n  var colHasSelection = false;\n  for (var i = 1; i <= numRows; i++) {\n    if (SSI_GetValue(\"MyGridQuestion_r\" + i + \"_c\" + j) == 1) {\n      colHasSelection = true;\n      break;\n    }\n  }\n  if (!colHasSelection) {\n    strErrorMessage = \"Please select at least one option in each column.\";\n    break;\n  }\n}

To use this code on your end the only things you would have to change are updating the number in the first line for the variable numRows with the number of rows in your question and updating the name of the variable numCols in the second line with the number of columns.

Then the only other changes you would have to make are in the if statements by substituting where it says MyGridQuestion with the actual name of your question.

The error messages can also be edited as you please.
