Self-hosting, Internal Server Error 500, but only sometimes

Hi there,
I just set up our webserver for on-premise-hosting of Lighthouse Surveys.
I followed the instructions of https://sawtoothsoftware.com/server-setup and was able to run the three test perl scripts without problems. When i upload a survey manually and set the permissions as told in the URL above, I receive a internal server error 500 when trying to call the admin.html, but when i hit F5 several times, I am able to log in to the admin console. When i am logged in I have the same problem while entering the different menus of the admin console, while pressing F5 is sometimes working again.
I think it is a an apache config problem but i tried a lot of changes and cant resolve the problem.
My Setup:
os: Oracle Linux Server 7.9
webserver: apache 2.4.6
perl: v5.16.3
db: mysql 5.7.39

since Sawtooth Software is not providing a default apache setup I wanted to ask about it in the community.
